Understandably.  It wasn't too long ago that Virginia DMV (northern 
Virginia edition) was embarrassed by reports that just about anybody 
could walk in with a few bucks and buy a
license, so this is round two.

Of course, there's nothing to say that the same scam wouldn't work in 
the other 49 as well.
Maybe it just that so far nobody has tried it.  Let's wait for the 
copycats and see what happens.

I'm waiting for Mr. Spock, or maybe ET, to show up on a license.
