Truckers seem to be paid on the old "piece work" basis.  This is an old farm 
and textile mill pay stunt along with the old mill management philosophy of 
"Keep 'em depressed and overloaded with ridiculously high quotas so they 
don't have time to think about their situation.".

Some workers actually liked this method because they thought they could make 
"big money" with high outputs of questionable quality.  Today's workers are 
harder to fool than yesterday's.
