     The way we nail the overseas telemarketers is that we hold the
company they are advertising for responsible.  Hence if Procter &
Gamble hire an overseas telemarketer and that telemarketer calls into
the United States in violation of our telemarketing laws, Procter &
Gamble would be fined here in the States.

     That's what they should do in Australia.  All they should have to do
is rewrite that law accordingly.  Of course, the telemarketers will
fight it tooth and nail with their lawyers.

     But if you work at it hard enough and long enough, you can get it
done.  We did.
