We will start with a bit of translation ;-)

A trolley is a device you use to carry boxes and heavy things like that.  A
toll collector is the bod on an expressway who rips you off when you want to
drive on it.  :-))))

I gather your were on a tram and photographed the conductor.

It is a bit ironic that he got upset.  Now Melbourne has the greatest number
of surveillance cameras in Oz.  There was an article in the paper last week
about it.  The civil liberties people are making a bit of noise.  Nothing
will happen of course because Victoria is the police state of Australia.
