  That's the theory, not that it has been working all that well.  The voters keep in office whoever brings home the most pork, has the best propaganda machine, and appears to reflect best their own biases.  The result is that we have candidates whose positions we don't really know because they shift more and more in the direction of whatever the electorate seems to favor as elections approach.

  I think the only people people should send to congress are those who represent their beliefs, bias, and interests. I want a congressman who cares about me and the local community first (FYI we're the lucky ones with Peter King). 

  I want to know who someone is, and count their beliefs and morality as important.
