Requiring building permits for towers (at least those over a certain 
height) isn't unusual. Plus you may need
FAA permission if the tower is high enough and you're close enough to 
an air field. Those are at least
predictable: You know what the rules are before you start and you 
either agree to meet them or not.

The real problem of course is the How Owners' Associations (HOA). You 
know about that one but the other
Mishmashers may not be aware that HOAs have been a thorn in the side 
of hams for years. More and more
developments have them, and they often have arbitrary authority to 
forbid outside antennas. The FCC put in
place a rule a few years ago that prohibits them from meddling with a 
home owner's right to put up a TV
antenna, but ham antennas, CB antennas, shortwave listeners' antennas 
and the like are fair game to the
HOA bureaucrats.

One local ham recently explained his method of dealing with the 
problem: He has some wire antennas in place.
If the HOA gives him any flak, he'll take them down, and put up the 
biggest, nastiest and ugliest TV antenna he
can build right in front of his property where everybody has to look 
at it every day.

He's had no problems with the HOA.

Some local governments have another way of dealing with people who 
let their grass and weeds grow too high.
They send their own crew to cut the stuff, and then send you the bill.
